As I understand it the time limit for Part Q works is completion within 2 years whereas for full planning permission it is works must start within 3 years.
This is correct
Checking the GDPO 2015 Q.2 - (3) for Class Q, it says completed within 3 years, starting with the approval date. I don't think it changed in the 2018 ammendments?
 
Hi GeorgieB82. I have been asked to help our local kids football club put in a planning application for a new small clubhouse. Something like a portacabin that can be extended over time.

Is a pre-planning application the best route to start with? Is there a special route for charity sports clubs? any tips in getting something passed?

After speaking with my boss he agrees that a pre-app would be the best course of action. Sports clubs and charities have to follow the same procedures as everyone else but their arguements can be more persuasive for the 'need' which can outweigh the planning policy objections.

One of my old sheds is about knackered. It is 140x 85. I'd like to take it down and put a smaller one up within the bounds of the old one. It would be 60x80 and no higher than existing, although the spine would run north/ south rather than east west.

Can I just repair my old shed, or do I need to go through planning? I have used my full pd last December.

I could reroof the whole thing - do I need any consents for that? The shed is quite old but not listed etc.

Reroofing won't need permission as long as it is like for like, if you change the height, orientation or pitch then you may be entering a grey area.

If you want to replace it with a smaller one then you would need permission but being that it is within the footprint of the existing and it smaller I can not see it being a problem. I believe at that size it would only be a £96 application fee too.

Obtained Q to convert barn to one house, due to cost had to redesign interior so resubmitted it under Q. 56 days from validation (59 days from application) expired yesterday, hadn't heard anything so rang case officer at 4.45 who told us he had approved and would be on the website shortly. At 5.15 he rang agent and said his superior had overruled the approval (not yet refused) and it had been passed to another case officer who is asking for a map of the farm which we are happy to provide. No objections received. Now day 57 can they refuse it now?

I believe so, yes. As you have been informed that Prior Approval is necessary then you need Prior Approval to be given or wait 6 months and then apply to the Planning Inspectorate for non-determination
