Planning Applications, PD and the like (General Chat)

Ditto.
Just had planning passed for a roof over an existing feed yard, 80’ x 20’
Did it all myself, bought the required site plans from the recommended suppliers.
Only issue I had was getting the drawings to fit on an A4 sheet at 1:50 scale. Had to draw the side elevations at 1:100. In the end I scanned some drawings, and posted the ones I couldn’t scan into the portal.
S.Gols planning were very understanding! Had several initial problems with my application, but they talked me through it until it was approved.
A very good education , well worth having a go at yourself. Total cost was about £150.
Next issue is the CIL, payable when construction starts, nearly 1.5k!
What is CIL?
I’m sure I’ve heard of some sort of levy for the council for improvements to roads and services but I’ve only heard of that on residential, never on an ag building.

I didn't know so googled it. Looks like agricultural buildings aren't exempt from CIL.

Council infrastructure levy ,they charge developers a amount per sqm on new build developments ,that dont include low cost housing .rates are variable ,bloke built two houses in next village and council chsrged him 73 grand

Would be a little easier to swallow if it was on a sliding scale for how long you had owned the land then it would impact a bit on the cost of building land sold with consent and be a little easier on those doing alterations and improvements

After responding to several posts recently on particular planning queries which have descended into general chats I thought it might be good to have a place where we can discuss planning queries in general without hijacking other people's posts.

So feel free to post anything Planning/Permitted Development/Appeals/Enforcement related.
Any advice welcome
I put in for planning on a pig shed to extend of the side of existing shed back in April. After not hearing anything for weeks i chased and planning officer came back with load of questions all of which were in proposal. We duly answered them, and finally was validated on 22nd June on an 8 week PA. 8 weeks went by, no contact so we emailed case officer no reply. 9 weeks did same and copied in main planning control still no answer or even acknowledgment we are now at 10 weeks and still nothing. cant ring as as all working from home according to the message any suggestions? where do i stand legally?

If it is a standard planning permission (not Prior Approval) then unfortunately you have no legal recourse until 6 months past the 8 week determination date and then you can appeal to the Planning Inspectorate to grant the permission die to non-determination.
In these difficult times we have found it incredibly difficult to contact case officers (and their superiors). In your case, I would suggest you contact your local councillor and ask them to raise the issue with the Head of Planning.

Thanks it is standard planning looks like i will just have to keep badgering for an answer.

I’ve got planning consent for a new barn (full consent, not a pd).

How much do I need to do to make a start and secure the consent?& how do I prove when I did it?

It runs out soon and so far I’ve scraped off the top soil and laid a sub base of recycled crushed concrete( bought in so I’ve got invoices for the crushed but did the work myself so no invoices for groundwork’s etc.).
Next step will be to pour the pads but I didn’t want to do that until I’ve bought the frame so I know where and what pattern to set the bolts.

I‘m not in a rush to get the building up and can’t really afford to at the moment but don’t want to loose the consent.

I would photograph the subbase layer and email the council (the case officer if possible) and state that you believe you have made a substantial start and could they confirm that it is sufficient to render your permission extant.

A big house builder near here just scraped of a few square mtrs of dirt and a few metres of fence then did nothing else for five years, that was considered a start

What constitutes a "start" can be very different in other Local Authorities. My advice is to always check you have done enough. Assuming and then finding out too later that you have lost your permission will be gutting.

There's no substitute in this for an email or letter from the relevant planning officer agreeing that you've made a start.

I have an old farm steading I want to develop into houses its just under a 1ha and would like to get between 5-10 houses but would prefer a developer to do it. I have been looking high and low and cant find anyone in central Scotland to even approach let alone get started. any suggestions on how to find somebody.

Do you have a land agent or Auctioneer with connections?

Finding any developers is the part I'm struggling with. I managed to find details from local planning applications of who did them and contacted a few of them but they are either gone or have gotten too big. Seems to be builders who build 1 house at a time or big ones who want 50+.
I have approached a few agents and am awaiting responses.
