planning regulations regarding existing foundations

what are the rules regarding building from existing foundations?

its for a storage building and the foundations were of a coal sorting building/ where they fetched it out of the gorund. I can find the building on old maps, unsure of foundations yet but can I prove it was there by old maps?

If the use has ceased and the original buildings gone, you would still need a full planning application / approval
 
so basically we are pretty damn unlikely to get a building passed because it is classed as green belt?
Not so fast. Green Belt doesn't preclude all types of development, it is a Green Belt to hold back the urban sprawl.
Agriculture is generally undertaken in the Green Belt and open countryside so an application for an agricultural building wouldn't be dismissed out of hand.
Any evidence of the original building would also be an advantage.
All @Grouse was starting was that you couldn't just reinstate the building without going through the correct procedures

what would the rules be regarding a garage? as its for private use the building we want any way?

I cant find a way of claiming the building will be agricultural, the yard is about 2 acre but completely concreted and no other land is owned/used, they live in a normal house.

I don't want to rip up the conc yard on the off chance of finding foundations if its not going to get me anywhere, if it was 90% going to get me there I would do it/ scan it 1st?

no, its opposite a farm yard and there is a house 1 field away, its down a wide tarmacked lane ex coal so not bad access but out in countryside I suppose, never thought it would have been a problem as its obviously brownfield but they are claiming green belt area

plans already in,
plans and documentation showing old uses?
literally that its a concrete yard with lorries currently sat on it? still in use?
rates are paid on it? as appose to green belt

they agree the site is brown field but claim it is within the green belt?
