It sounds like we have a pair of ungrateful brothers on our hands....
His uncle has left their grandfather's farm to them in his will, worth no doubt 100k's but yet here we are squabbling over a water pipe.

I suspect the brother who didn't inheritant the main farm is bitter about this especially when his brother that did doesn't even want it and intends to sell in 5 years...

The law doesn't have to get involved if the both of them would stop behaving like morons.
The options are separate the supply or dig a borehole on his land.

friend bought their farm from the landlord, bore hole was on his farm, supplying his ex l/lords farm, as well, amicably sorted out, they have a pump each, and can swop over in emergencies.
The problem arises, with the 11 houses he also supplies with water, at 0 cost. His 'system' is really at the end of its day, high iron content, and 3/4 in iron pipes. And he is in a minefield, system breaks down, loses pressure, he gets hell, ask for contributions to upgrade, and boom, and if they did help, that puts it in a different ball game again. Mains would be 1 mile away, if not more. So serious money implications to those 11 houses, and to him. Nightmare.

When l/lords sold our farmhouse, on spring supply, they just ran a mains line in, from a meter, and a new line for us, it was, and still is, our 'emergency' supply. Job done.

Yeah i know a few in a similar position having to fork out for new water pumps and the power to run them for nothing in return.
If it was up to me I'd change it so that providers of water can charge up to the price of what the council charges per year.

if you charge for the water, the situation is clear, your responsibility, then, what happens if it doesn't pass a potable test ? or worse, someone gets ill on it ?
of course, when the deal was done, most of the houses had staff, or ex staff, in them, all used to a some what erratic supply, it simply wasn't a problem, move on 40 yrs, those houses no longer have 'locals' in them, but professional people, who don't understand erratic supply, but do understand how much it would cost, to bring mains water in, with its regular water bills.
And one of those is a solicitor. Basically they want a 'proper' water supply, but don't want to pay for it, leaves friend in a difficult situation.

Reading this thread makes me think some people need reminding what water rates cost per year, I can't comment on what the cost is as I'm happy enough to cough up a few quid for our share of maintenance on a private supply when needed.
