Raising a field with soil dug from the field

Do you need planning permission to raise part of a field if the soil has come from the same field i.e. where a building is going? Planning officer is going to phone next week and I want to be prepared.

I think that can be called "agriculture" if simply moving soil around the farm, but might be different if you've already declared your intentions to build on the site. Definitely need PP to move soil onto the farm.

Planning application is already in and we are currently discharging conditions. No material is coming onto site, but a lot of soil will be moved on a relatively small parcel of land.

The interpretation of the rules here are as long as you are moving soil/clay within the curtilage of the boundary of the field you need no permissions from either planning or Dept of Agriculture. Strictly speaking if you move soil/clay from one field to another even in a strictly agricultural related matter you are supposed to seek an exemption from Dept of Agriculture as it can be deemed a breech of your cross-compliance and affect your payments.

Have just prepped a site for a new grainstore and moved the soil into a gully in an adjacent field. Had to get full planning for the store and had to include details of where the spoil was going. Council had no issues with plan .I just provided a google earth image with tipping area marked on . Plan was waved through fine.
