whats the best way to turn heather hill to grass, is the best way to dig it , or to spread plenty of manure and keep spraying and mulching

One option in addition to lime/p/k is mod grazing with very high density of cattle using bale grazing with long recovery times. The cattle with make space in the heather for grass to grow.

We improved a hill years ago after it was divide up. It was waist high heather. Hen dung got rid of the Heather sharpish and then it got 1 run of slurry every spring.
Turned itself into nice grazing without lime or reseeding-yours may be different.
It's now in an environmental scheme !

Payment on hill land is now so paltry if one could afford to make a good job of it it would pay to do it and not claim the chicken feed on offer .

Depends how much other ground you have and how big your sub is. They don't take a fine based on the land affected - it's a % (up to 100%) of your subsidy

Can you not stop claiming on x amount of acres and then do what you like with them acres ? Say 100 acre , you would loose less than 3k more chance of making more than that if its reclaimable and reclaimed … ive a mate reclaimed 40 acre with permission region 2 but not allowed to change to region 1 but still allowed to claim region 2 which is very fair of them imo.
