Introducing a hierarchy of road users which ensures that those road users who can do the greatest harm have the greatest responsibility to reduce the danger or threat they may pose to others

It would be a good start if cyclists abided by the present version of the Highway Code

By the sounds of it new laws will bust as many cyclists as anyone. Pedestrians have priority, hope people remember that.

Consultation seeking views on proposed changes to The Highway Code to improve safety for vulnerable road users, particularly the groups of:

I find it a little strange that horse riders are covered so prominantly by this.

I don't mind that to be fair. Moving cows and sheep on the road should be on there too

The trouble is this is the UK rather than somewhere like The Netherlands. Here we only focus on "rights" such that they are and elsewhere they look at rights and obligations. You walk past a sign that warns you of an unprotected hole in The Netherlands and you are just as responsible ...............

Could they not have a rule that if there is an adequate cycle lane, you don’t cycle on the road. Or is that too complicated?

Cyclists don't seem fazed by junctions, stop signs, traffic lights, zebra crossings, pavements or any of the above, you think they will all follow that kind of rule? They aren't policed either. Just watch them on youtube. It's carnage.

'drivers and riders should give way to pedestrians crossing or waiting to cross the road,'

I learned that this applied on my first visit to Argentina. It was rather disconcerting to absent mindedly stand on the kerb of the pavement and the traffic all stopped. We soon learned not to do it!
In Vietnam you just launch yourself off the pavement and stroll steadily across while the traffic goes round you both in front and behind (pedestrian crossings as well). Our guide said not to stop and 'never' to step back.

Taking an HGV or any other large cumbersome vehicle onto the road these days is like walking through a room filled with kittens, where if you step on one you are fudged.
I don't understand why the workers of this country are continually persecuted while others are treated more like children.
At the minute it is like running the gauntlet as it is with runners, cyclists and horses, if they are allowed even more scope to litigate against you, then I fear we may have to stay at home.
What do you do when on a single track road, a runner comes round the corner towards you and they keep on running, refusing to stop or stand in to let you pass?
I have had to practically ditch the pickup on many occasions esp since lock down, while the runner carries on as though you aren't even there!!
When I was young, my mother always told me that if you hear a car coming stand in! Common sense if you value your life I'd have thought.

Start quote:

[cyclists’ should] ride in single file when drivers wish to overtake and it is safe to let them do so. When riding in larger groups on narrow lanes, it is sometimes safer to ride two abreast

There should be a part of the driving test that requires folks to reverse over a set distance in a certain timescale within a 10 foot wide strip of tarmac.

Although it may spoil some Sunday afternoon laughs on the single track roads for farmers😂😂

anyone intending to drag a tin tent round the countryside should also do that test before collecting there countryside Hold up device!
