I ask @hootbe and Environment Agency this simple question, “ If you don’t keep roof, rainwater gutters clear of moss and leaves what happens to the water in them”? Answer, The gutters over flow! 
So what happens if streams , dykes, rivers aren’t kept clear of debris and EXCESSIVE silt, they will overflow, causing flooding
@hootbe and Environment Agency must be as thick as two short planks if they can’t see what I mean.
