sounds like the EA have got some big wigs involved to make a example of JP, vigilante river maintenance obviously isn’t something the EA are fond of.
EA and other drainage board types havent a clue . Mates had the EA out making sure flood release valves work , but so far they havent had the brains to realise that there are flood valves either side of the floodbank. They only oil and clear the one side and havent worked out water should flow in and out the other side. Money wasted is obscene, main person walks the valves and reports back to the workman who then arrive in a fleet of trucks but none of them have so far realised !

Mitigation? It could be that, in terms of the offence, that on examination of the facts it was likely a jury would have said guilty. A bit like if you're speeding, even with your Mrs dying in the back seat as you zoom to hospital, you're still guilty of speeding. Yet at sentencing they would consider this as mitigation.

We've no idea what has gone on behind the scenes.

Perhaps that means he/ she works for the EA,a friend of Packham and never been flooded out due to the incompetence of the EA.
Makes me so annoyed that government agencies very rarely get prosecuted, and even if they do , I doubt an individual employee would have to pay a “fine” out of their own finances, or get the sack.
Know doubt the EA will be able to wriggle out of the “digging the clay out of the bottom of the dyke”, cock up in the Eastern Counties. I expect @hootbe , will think the EA have done no wrong in that situation. :banghead:
