Road planings for filling holes

We have a concrete roadway with 3 holes about 6' across and 4" deep in it. We have some fresh road planings to put in them, whats the best way to bind the road planings to the concrete and to stop them coming out?

Brother has laid a fair old slab of concrete made simply using road planings and cement. Can't remember if he added sand. Went down nice and is hard as iron.

That is what I would have thought. Been down about 10 years now and still looks fine. Not a high wear area though so not sure how it would hold up to traffic.

Surprised the two worked ,I was told never use bituamouse base materials under concrete as there can be a chemical reaction

They use cement bound substrate on roads as a cheaper alternative to bituminous road base. They then overlay that with a bituminous binder course and wearing course.
