Seems like any tree on private land is the land owners responsibility to sort it. As said above, maybe an anonymous call might be the way to do it. I'm surprised on elf n safety grounds this is landed on the farmer. In this part of the world, trees are hacked down to ground level before they even think about reaching the cable, usually after a helicopter inspection.

Is it a main road or back road with very little traffic Done plenty on our back roads but main road will be different, probably a council job that will take years to organise and get the correct licenses by then the tree will probably have fallen down taking power line with itI think you will need

Have you put the red dot of death on the trunk? Round here that would indicate the council have condemned the tree and you're about to get a phone call to take it down.
we don’t know who gave it the dot of death. It appeared about a year ago and heard nothing.
