Rp 15 concrete yard renewal

Had an email from cs people today saying I either need to provide written consent for my concrete yard renewal or send proof that pp is not required. I've never heard of anyone ever needing permission to repair an existing yard.
Is there a website that will have relevant information or am I going to have to go to my local planning authority for their advice?

Under pressure of work, I relented and used an agent to submit our application. When I asked how they handled the issue of obtaining a letter from planners stating we didn’t need planning, I was told they (the agent) just send a standardised letter and had never been queried. It was almost worth their fee for avoiding the stress of contacting the planners!

I just went for the 28 day permitted farm and forestry track on the planning to be safe.

I live in a national park they told me needed permission so put in for permission and told me as it was a repair didn't need permission still charged me a planning fee. Was not happy but it give me a letter to send to RPA when they asked for it
