If he refuses to "co-operate" will the RPA/NE slap an Order on him, a la @ajcc ?

If he does fence the site off he will be accepting /acknowledging it as of heritage value.
The land will get reclassified as semi natural .....lost for ever as farmland and relying on the whim of a dysfunctional authority to veto any management decision for perpetuity.
Beware my friend there are other agendas.
