Well don't bother asking ofcom, they can't advise which licence you need in case they give you the wrong advice!!!!
You have to decide how far you wish to operate, and if you want it exclusively yours.
From experience, you definitely want it exclusively yours wherever you intend to use it.
Having a lorry park being built next to some land where I used to get signal, this time blocked by the dozers signal.
That's annoying.
Annual renewal here too.

It's amazing there there seems to be so many places left that don't get decent mobile signal.

Ludicrous really, and still the push for 5G goes ahead...

Around here, there seemed to be a move to shift the remote masts, to one single location with 2-3 providers in one convenient spot, which meant the outlying areas suddenly had no signal, and no opportunity to go elsewhere. I played with SIM's from the big boys, trying to find one that would work here.

The 3G signal suddenly disappears from the Reach in a couple of fields here, which is disconcerting... ;)
