Tread carefully, as I tend to think if no passport has ever been issued, they will not issue when now, and there fore some one would be expected to pay for dispatch and disposal costs of animal, as can not legally enter food chain with out passport, but humans can cross multiple borders with out them.

I’d feed it and make sure it has water, it’s the proper thing to do. Can’t see how it becomes your responsibility.
By all means, but do not do it openly or I believe you do then become "the keeper" which carries with it responsibilities. If you are inclined to be charitable, put a sign up "Abandon your horse here" and see what troubles you invite! Personally, having been there and learnt from the experience, I'd pass it on to 'the authorities' as soon as possible!

Out of interest, what LEGAL authority should the OP or the other interested party, report the matter of the Bull to?

Police?
Trading Standards?

RSPCA are not a legal authority, despite what they seem to think....
Trading Standards enforce animal health legislation where local authorities have responsibility. They will enlist expert veterinary advice from Ministry vets operating under whatever acronym is current.
