If you feed or attend to it, do you not then become the "responsible person" in the eyes of the law? Just guessing, but if it then causes damage, your fault? Buy yourself a video camera and phone the RSPCA?

Good money to be made I have heard looking after stock while the authorities take proceedings against the keeper, just make sure you are not the keeper when it all kicks off .

Advertise it as found (as in lost & found) and if the owner doesn't claim it, it's yours

Nothing wrong with feeding it but reality is that without a passport you are prolonging its trip to the burner.

Tread carefully, as I tend to think if no passport has ever been issued, they will not issue when now, and there fore some one would be expected to pay for dispatch and disposal costs of animal, as can not legally enter food chain with out passport, but humans can cross multiple borders with out them.

By all means, but do not do it openly or I believe you do then become "the keeper" which carries with it responsibilities. If you are inclined to be charitable, put a sign up "Abandon your horse here" and see what troubles you invite! Personally, having been there and learnt from the experience, I'd pass it on to 'the authorities' as soon as possible!

Out of interest, what LEGAL authority should the OP or the other interested party, report the matter of the Bull to?

Police?

RSPCA are not a legal authority, despite what they seem to think....

Trading Standards enforce animal health legislation where local authorities have responsibility. They will enlist expert veterinary advice from Ministry vets operating under whatever acronym is current.

Be human Chuck him a bit of hay and a bucket of water. Only take 5 minutes. Anyone who says there’s something wrong with that are crazy.
