Under the tractor theres a hydraulic control unit, which controls 4wd, splitter, pto, and diff lock. Looks like one of the electro - hydraulic solenoids is faulty, or has no power to it. Ive had to change the one on my antares 130. With no power going to the solenoid, the tractor will be stuck in 4wd. When you select 2wd, the solenoid is energised, with 12v from youre switch, which opens a hydraulic valve, which engages 2wd. Ive included a pic of the solenoid I removed from my tractor.

A bulb down at the solenoid see have you enough power to light it up good and bright.
Voltmeter wont load the circuit enough, but you can use it across the bulb if you want.
If you have power and you can control it with the dash switch, solenoid will be next.
Swap or do a resistance check .............
