What happens if no rent increase agreement reached by Whitsun (28th May) on a Scottish secure '91 act tenancy?

Factor wants 40% increase, with the justification that he "thinks the CPI inflation rate sense check is a bit light"

He didn't start "negotiations" until lambing time, included tenant improvements in his budget share "calculation", and the estate has not invested a penny in the place in over 50 years

Meeting him this Friday coming. Can I tell him to procreate far away?
