Parts are the issue
Cheap for a reason, they break down
Buy cheap....buy twice

Buy Jap, only
100% agree with this.

But as he or me haven't had one before I think one of these will be ideal for him to start with as he's bound to fall off a few times and scratches and dents are inevitable.

I'd still go for a twenty year old japanese bike before one of them. If he doesn't like it, you will have your money back anyway. Air cooled honda crf, suzuki drz or yamaha ttr, don't go too small.

get a fe spare clutch and brake levers before you use it first time. Nothing worse than falling off after 5 mins then have to wait a week for a new clutch lever...

Any ideas what cc would be good for his first bike?
I've just been working on a 110cc DNA it's a copy of a Honda.

I'm a adult 5ft9 it easy to swing a leg over, fun to ride. Not all Parts great to get hold of though. So if your could spend bit more on a brand . Go for it .
Prob size a bike to him, you haven't told us if ya nipper is big for his age?
And ide say learn small bike and work up.
So work towards full throttle and confidence not knocked but over powerful bike

Google Welsh pit bikes?
Good Instruction and Safety gear ...minimum a crash hat. would be key and learning with friends is fun in my opinion.

So at 14 I had a Kawasaki kx125 . It was ex Neil prince so had one the British championship year before. When all my mates were trying to sneak into pubs I was stripping bike down abs rebuilding ready for racing Sunday. Get him an ACU licence. Get to a local club. It’s amazing.!
Edit, sorry as 12 key a kx or rm big wheel. Please join your local club! You too will then enjoy hobby as much as he does. Buy the best helmet money can buy, buy the best boots, kidney belt, body armour... ensue he wears it even to nip across the drive!

Best advice I was ever given was “ If you value your head at £5 buy a £5 Helmet .......
