Is there such a thing?

I want to pull a rope to raise a gate.

Pulley locks it off.

Then pull the rope again to allow gate to lower?

gate is about 20kg in weight

Yer there is can’t think what there called though they have a spring in them which when you pull the rope one way it’s moves but the other way it pinches

Ok. I’ll Keep looking

Might nip into the local rope and wire place but it’s mainly boating related so silly money 😂

Can't say I've ever seen anything like that in the sailing world apart from the ones @Hesstondriver has put up, but you need the right angle from them.

About the only other solution I can think of at the moment, is some one way ratchet blocks and some grippy rope, but don't think it'd work too well.

Could you not use one of the rope grip things at the bottom and a pulley at the top so you stick it in the clamp thing to hold it open or shut

Would something similar to an auto reeler for an air hose be adaptable?
You pull the hose out and let it back fast, it locks roughly where you are, slowly let it in and it will pull all the way in.

I don't know how it could be adapted,
Possibly like a seatbelt mechanism?
So you pull the gate up and drop fast so it locks, pulll the rope again and lower it slowly to the ground?
All these ideas would basically be extra to your rope/pulley but might do the job??

If you could find some stays like this, large enough they would do the job:
