I would fit a bubble up type pump to speed oxygenation of the contents, and hence bacteria activity. Similar to a big fish tank.

A friend bought a septic tank a few months ago, the driver unloaded it, and told us a tip, he said deadly serious, you know what you want to do mate, before you put it in the ground, put your hammer through the bottom of the tank, then you'll never have to empty it, no one will ever know. :ROFLMAO:

Depends on the ground, clay below sea level would have it self filling from the pea gravel surround.
