Sewage treatment plant

Apologies if not in right section but didn’t know where to put this

landlord had a new sewage treatment plant fitted at our property a month ago and it wasn’t wired in properly for a month after being fitted,it serves two houses.
since it was wired up last week the smell is unbearable and we cannot sit in our garden,the smell is coming back up out of the manholes of which one is located right by our kitchen window,I presume this is not normal but is it being caused by the fan or whatever it is not working from the start or is something else wrong?

We have an air pump tank like the op it was installed but wasn’t turned on at the fuse box for a few weeks and we to had a horrible smell from the tank I took off the lid and found the manifold that the air bubbles out of was floating just below the water surface and not at the bottom of the tank where it should be tied a plastic bottle full of water to it to weigh it down and since then been no problem
