Looks to me like a case of more comedians using red diesel to scab off the haulage industry.
VOSA ought to be aggressively looking into people pulling heavy construction kit behind barely adequate tractors.
No way is that in the spirit of agricultural use, as exempted from most of the rules applying to road haulage.
One day a bus load of children will be killed and injured, and all farmers will be under the cosh.

Are the rules the same in Ireland? OP is from Ireland, looks Irish plates on the tractor?
How do we know he's scabbing off the haulage industry? Could have been taking his digger a mile down the road to dig his ditch out?

Doesn’t look like a uk accident , if it was here there would lots more police, traffic officers and pollution experts , unless they are all self isolating , does any one know which country it is ?

I know what you are saying, but the rules of common sense ought to be universal.
Every time I see a 13 or a 16 tonner behind an agricultural tractor, I see an incident like this waiting to happen.
