Update.
Rep knew nothing about not feeding urea to calves. When I explained to him what had happened he did ask if I would like to take the complaint further, to which I said at the least they should have better labelling.
Sent the label to the vet who replied that the pellets shouldn’t be given to young calves, but if they are being fed, needs to be a TMR with LOTS of straw to balance it.
Rest of the calves are now going on well, was a very expensive experiment and a hard lesson, but still learning after 35yrs in the job!

just shows the amount of accumulated knowledge on the forum, that is freely given, as opposed to the vets, expensively given.
would have a go at the feed firm, should, at the very least, give you a decent discount, on a few tons

Formal complaint to the feed firm. Vet also needs to buck their ideas up. Can't blame the rep if they are telling the truth and have never been told about not feeding urea to young calves. Any new rep even with appropriate qualifications should have a mentoring period alongside more experienced one and at the very least run any rations past them. If he is an experienced rep he should be on a disciplinary. If nothing else it needs to be flagged up a training issue - and yes labelling, like sheep/cattle rations usually have a big warning on them not to be fed to the other species. Possibly even a trading standards issue.
