Banning straw from the East won't help them much, Blackgrass is widespread, if you did stop farmers buying from there, the the price of straw would be totally out of reach for many and black grass to an all livestock farm is an irelavance

Can't see how straw can be much cheaper after fuel, extra wear on lorry
and time going an extra 200 miles but everyone to their own.
Must add £20t to the costs.

The reason I have not run out of straw is because we haul from the East Coast . I ain't going to stow auction and paying £150 ton , I would not last a year
If farmers did not haul from the East they would end up paying double for their straw as there would not be enough to go around

Wear and tare is another irelavance as lorries don't travel more than 40 miles empty . How many straw lorries that load at Hereford or the Cotswolds find loads out

I know arable farmers who won't let a baler on the place unless it steam cleaned first
Steam cleaned?

Blown down I've heard of , never steam cleaned with water. Everything would stick to the baler and the bearings would be knackered in no time.

Is that black grass?
I would say yes, but to be certain would need to see the whole plant
Edit, to say plenty of pictures on Google to compare, but they all look slightly different.

Wild oat is something that has appeared in abundance from somewhere

Topik will deal with wild oats quite effectively.
Blackgrass had been a major problem for cereal farmers
out east with some of them having to burn off whole fields or parts of.
They seem to be making progress now but it must have been
an expensive headache.

Regarding unwanted stuff coming in with straw. Direct drilled a field last autumn after mucking it and creating some tilth with harrows. Looked good and green all spring and was very pleased with it until recently.
It's covered with what we think is sterile brome which must have come in straw. The field hasn't been ploughed or grown corn for over 30 years
