Sprouting ruins milling quality, it destroys the hagberg.Surely the grain had to be fit before it started sprouting? Unfit grain (depends on how you define that) would be immature and will not sprout. There is also bound to be a dormancy period before it is able to sprout?
Not disbelieving you that wheat has started to sprout. Is there much tolerance before milling quality is ruined?

This is the second time in three years that we have had it sprouting before it's been fit enough to combine
It's scandalous a wheat variety with a sprouting index of 4 can get on the recommended list
Why? This trait is one of the RL scores, everyone can see this on the list yet the other benefits ensure it is a variety that is popular - mostly the yield and quality in years when the weather doesn't make it sprout. It has always had a low scre for sprouting. Hereward was a mainstay of milling wheat growers for a very long time despite a Hagberg that disappeared with the first rain shower when it was ripe.
If you're aware of the risks when you make your variety choice you have to take responsibility for that choice when it goes wrong.
