Although my one cubic foot per second is only out of the stream bed for about 5 minutes, the EA considers it to have been abstracted for keeps. If there is a dry spell I am quite likely to get a letter telling me that I am a major extractor and asking me to try and economise. Of course in a dry spell it is quite likely that I am not abstracting at all.

there is a large Archimedes screw turbine in the lake district and they have to shut it down quite often depending on water flow.
