we do highways stuff and don't suffer this issue - when they want / need us they don't seem to care ho its done juts that it is done

That was the approach of Shropshire CC Highways folks too. A quick call to say I was going out, "fine, where are you going?"
The high ground first and open up two local villages. "Fine, let us know when you are done, and we'll route you to other blackspots"

Telford Council. "Well, it isn't too bad here, just do the village of .... (Probably a Councillor lives there), then call us and we'll see what areas we are doing and if we want you to do more" Or worse still as happend once, I called the "Emergency Line" after getting a call from a local who said the drifting was so bad we had 3ft of snow over some access roads. Couldn't get through, and told to leave a message...
