Some guy cutting hedges

used to give the roads on our regular routes a light trim in summer, just a fast run to knock the tips off.
got abuse for holding up traffic so stopped.
now they complain about visabilty, scratching cars etc..
offering them a lend of pairing hook was not the required answer

As far as I'm aware the council can't cut hedges unless they have asked you to do it and you have not bothered.
In which case they will do it and send you a bill. They only have a right to cut verges.

They can cut it on safety grounds if they are prepared to cover the costs but if they want to invoice the landowner then they have to give them notice that if they don't carry out the work themselves the council will do it and invoice them.

^ this. They generally just cut them round here and don't bill the landowner.
If the contractor has done a rubbish job ring up and complain to the council. They are pretty good at passing complaints on to the guys doing the trimming
 
Hedges done for safety are usually (around here cos I'm one of them) carried out by a contractor. The council will go and destroy neglected hedges that become a nuisance, but they won't even do a third pass up above, so you end up with a bloody drooping canopy.

Can you actually complain about quality of work? I was extremely tempted to do a tidy pass over a 'finished' hedge which runs along the way to our place, absolutely horrendous, no pride, just rip it off and go.
I really can't understand hedge cutting in summer time unless it's for road safety

I know we can trim them for safety. Issue being that they are my hedges and someone has come along and done the job (badly) and not even mentioned it. I assume all will be fine but what if some dick head comes around and asks why my hedges have been trimmed and he decides that they did not need doing for safety? I don't even know who did it. I would like to know who has been out doing it. At least have the courtesy to come and ask me first. I was in the house at the time.

Make a diary note of what happened. And some dated photographs. Then if you were to have an RPA Cross Compliance inspection in the near future there is evidence that you were aware of a possible infringement of the Cross Compliance hedge management rules. You record that this took place without your authorisation and there was nothing that you could do about it. That is the approach to take as far as potential for an RPA inspection is concerned. Bit of a nuisance and will take a few minutes of your time. But be helpful for an RPA inspector and for yourself if inspected.

This is obv the way to go but I doubt having the info sitting there ready is acceptable because it wasn't reported at the time. If you do report it though be careful as you may be poking the hornets nest.

Maybe just write to the council voicing your concerns and let them deal with the fallout.
