Clean it up well (kerosene) and if it works dry leave it dry.
If not a small bit of light oil, to much and the dust will build up on it.
Sometimes its an indication that the inside of the starter (brushes) need cleaning / attention, as the solenoid uses this to "pull in" the bendix into mesh.

Any bad connections will also cause the same problems due to a drop in starting voltage because of the dirt / corrosion.
