Steel frame cattle shed

I am wanted to put up a steel frame cattle shed in one of my fields. I am wanting to house horses in there. Do I have to apply for planning?

Full planning and if your in a mining area you wil need a CMRA and if any chance of flooding you will need a flood risk assessment and change of use of the land for grazing horses unless they are working horses then you won’t if you need all the above then budget s little over £3k
