True. But this is the government. If you don't want to risk late payment, don't enter a scheme. It's rare a farmer pays me quickly but 6-18 months late isn't a way I'd want a large % of my income but I've never not been paid. Ask a building contractor what their bad debt % is and you'll see why they run on higher print margins on jobs.
If you enter a scheme in all good faith, why should you expect to be paid late. I was in HLS for ten years and they always paid me on time, every 6 months. Seems standards have really slipped reading all the complaints on here .

I completely agree with your comments and the whole system is shambolic. HLS worked perfectly and we were always paid on time as per the contract. Once we moved into CS and effectively didn't get paid at all for a number of months as they wanted the schemes to start on 1st January the following year. We were told this would all be more efficient and so the new contract was to be paid 75% in December and the balance by June the following year.
Then the RPA took over and to make it more efficient they decided not to pay 75% but to pay the whole amount in one go to reduce admin time they said.
I and I guess no other agreement/contract holders were asked if this was alright and when I queried it I was told it would come very soon in December, so now we get 75% the following May and who knows when we get the balance.

The problem for us and I guess many others with these large schemes is they are an important part of the management of the business (we have been in schemes over 40 years!) and so cash flow to manage the business is critical. We have to spend significant amounts to comply with the agreement and having paid out 2 years expenses (most of the costs are in the winter and spring) so we have spent money since winter 2018/19 and this last winter and all the two years spring crops for the birds and bees etc but until now no money.

This is why I say they should not even think about going down the ELMS route until the existing schemes get sorted out. If you don't get any BPS and no other payment until 2028 as it is suggested now I fear many of these environmental schemes will be consigned to the wish list of government and environmentalists.
 
It’s no good doing the work if you can’t get paid though . Contract should be legally binding with interest added to late payment .
I have been paid about 75% . I though i had signed a contract on entering the 5 year scheme , hoping for the rest to be paid in by June just like the terms of SFP. ( ps . agent does claim on my behalf so I may be wrong).

we do not know when they are going too finalise the bps or css payments but are likely to say staff shortages and it problems due to covid 19 as the primary excuse

the government and its agents has managed to get the furlough Scheme and bbl in place in less than 3 months paying out to Hundreds of thousands of businesses

but defra Rpa cannot get a system sorted for less than 100000 businesses

RPA pushed back application deadlines following pressure from the NFU etc. So far as shortages of staff, all working and non furloughed, just the usual sickness percentages. IT is getting better each year so fingers crossed for a payment in December.

hopefully you are right but it has taken them 5 years to get it right as it also took them 5 with the previous system introduction

I’ve actually totally and utterly lost track of what we’re owed for ELS/HLS. Only 2 years to run with it now. As 8 year in then go from there.

Only good thing is I won’t do anything with these agreements that jeopardise our day to day farming operation. So no great loss if it’s a year late in payment.

I’m in the same boat. Three buggered about until I’m lost off. You can ring them and they will give you a printout apparently but ringing them is a marathon task

in section last summer no final report paid
2018 on account
75% 2019 on account and now remaining 25%
on the claim status the online system says preparing for payment

hope most other peoples claims have been paid

I expected after an inspection if there could be a delay there would be

I conclude that Non of the conspiracy theories about stewardship are real
they are just badly organised simple

the same goes for every government department and has been for a long time under labour coalition or conservative
defra or phe or mod or tax department

Got 75% last month and another payment today but added together they make about 80%. I've honestly got a really simple claim god knows how they manage to make such a meal of it ?

Are you sure the 5% you have had is not an outstanding payment from a previous year.
They are completely useless and I am still waiting for a statement to tell me exactly what has been paid and for when.

I thought they have to pay the outstanding 25% by the end of this month!

End off June was suposed to be the final deadline for paying Mid tier 2019.
Well that deadline came and went still 75 % oweing.:(:(:(

Yes I checked the bank tonight and of course they have failed again. The trouble is we won't be getting any compensation for their inefficiency. No one will take any responsibility and probably blame C19 anyway!
