Stocking Numbers (Sheep)

I am currently preparing a planning application for a client and the LPA are arguing the building is too big for the number of sheep he intends on keeping.

Does anyone know of any official documentation from either a study or NFU or the like that could be used as evidence to highlight the maximum stocking numbers per acre he could have?

We have already provided details of the use to include storage of fodder and machinery but as he only has 35 sheep at the moment the council's rural consultant is saying a barn isn't necessary; our arguement is that he only has 35 because he doesn't have a barn and can lamb in temporary shelters but we want to prove the land can accommodate more therefore justifying the building and allowing our client to get more sheep.

eblex do stocking guides but I think these are cattle/floor area in a shed

there is some stuff I have seen in terms of livestock units/Ha a cows being worth between 0.8 and 1 LU depending on size

there will be something similar for sheep.
