Super dexta with raised mudguards

Earlier I looked at a restored super dexta
It has a horizontal exhaust going underneath
It was imported from Germany
But what is baffling is that there are spacers to raise the
mudguards by 2 inches and the spacers appear to be original

Super majors on on 38s had a spacer on top of the axle and a extension to the foot plates using standard mudguards that seemed about two inches
