i have been spraying T2 for some on with .7 of terpal. Finished the field with 1/3 of a Ha left in the tank, than added 10ha with no terpal and sprayed the next field. I have some still left in tank but next field the ears are out. Would the terpal cause any damage. would be equivalent of .025/ha

Ears completely out, or boots split?
The legal stance: The label cut off has passed.
The science: Terpal applied to the ear if the boot has split could stop ear emergence.
Practically: I’ve done it at 0.7 rate and not had a problem after a call with the then BASF area rep who said it would be fine. At the low rate you’re planning to apply I wouldn’t lose sleep, but bare in mind the label cut off when recording application.

How about Starane hi load on wheat with ears emerging . A few cleavers around headlands , but worried about the ears as they are very early for us .

Can't you just dilute it up and respray your last field? You really don't want to chance terpal hitting the ear.
