The planning bloke didn’t come off too well
Correct if dying counts as "not coming off too well".

Prior to that incident few public sector organisations took "hostile situations training" seriously. They bloody well did after it though.

The chap clearly had a problem. We may not like planning rules and many may subscribe to the "most town planners think they are gods" school of thought but shooting someone is never the answer.

Also one should never completely back someone into a corner. The outcome may be unpredictable.
