I think an eignbock harrow is great to pulling out the thatch/encouraging tillering, but to level the poaching, I would use the Jarmit type levelling harrow, then if I was inclined to put on grass seed get someone in with an eignbock and seeder followed by rolling.

It did suprise me just how hard the ground was at that depth, as the little digger made seriously hard work of it. I have roughly 150 m to dig for the new treatment plant, so that is gonna be fun.

Eagle plant have 3t diggers with breakers (sensible rates).
Use that in conjunction with your existing digger and
should make easy work of it.
