Is this an issue in the UK ?
I know it is here & the US, not just with John Deere although I think there was a class action by some US farmers against them a few years ago

Manufacturers Written technical information has to be made readily available to the end user .
You have to pay for it but it must be made available
Brings agriculture in line with the car and truck industry where technical information has been available for years .
Every car garage has a scanner of some type that contains all the repair and maintenance information for all the various car manufacturers ,they buy it from Snap on for example who buy all the information from the manufacturers and package it up in a neat scanner with a big price tag and an annual subscription..
Most manufacturers have a section on their website where you register your details and a payment method and apply for the information you need , you then pay and , once payment is made, it is made available as adownload , operators, parts and repair manuals.
It will be expensive to buy because the franchised dealers pay a hefty premium for access to all the manufacturers information they need and the cost has to be even for all .
The diagnostic tooling , laptop and interfaces etc are exempt from the legislation for safety reasons or you would have joe public messing around bypassing safety systems to disastrous and dangerous effect.

They have to make software available after a certain time period from production. 2-3 years I believe eu regulations, they don’t make it easy mind. Local Porsche specialist has better software then main dealer, he can programme and remap Ecu where as main dealer can only do factory programming with in manufacturer guidelines. Package cost thousands plus several thousand subscription per year.
