Not at all, without all of the US behind the scenes shenanigans Ukraine could have stayed out of NATO & independent, in this case Putin is simply the evil puppet of US defence policy, whether that’s a good thing for world peace is debatable but it’s disastrous for Ukraine!
And what drove Ukraine towards the arms of NATO? I am sure that the Russian invasion of 2014 had something to do with it and for your information they are not yet members of the defense pact. They have simply not buckled under the threats from Putin should they successfully apply.
Putin simply does not want barriers to his expansionist dreams and knows that NATO is just that, not an aggressive organisation.
Putins invasion of Ukraine has accelerated moves towards NATO, most notably Sweden and Finland, so he has achieved exactly the opposite and not a very smart move towards his dreams of dominance.

Putin sees himself as a reincarnation of "Catherin the Great" destined to subjugate and destroy the independence of all countries that surround Russia and recreate her empire and reduce the Russian population back to serfdom.

There are what I hope are just ugly rumours going around that the German and French governments are of the opinion that Ukraine should surrender some of its territory to reach a 'peace deal' with Russia.

I've heard this from a couple of UK radio reporters, on CNN and seen it mentioned on military fora. But since there is nothing yet to corroborate it, so we can give them the benefit of the doubt, for now.

That any democratic government could advocate such a thing would be appalling, cynical and hypocritical; and I believe Ukraine will continue to reject such ideas. The West was stupidly inactive over Georgia and Crimea; Putin must not get anything that can be claimed as a win out of this; if he were to, he would do the same thing again and again, and everyone knows this.

why would us and uk encourage a war when everyone thought Russia would go in and take control of Ukraine in a matter of days??

The rumours I presume are on the back of Poland being shafted by Germany France and Italy agreeing to pay for gas in rubbles. (pun intended)
 
Cummings is irrelevant true. I've no doubt he's not the only one inside or outside the UK government to hold such an opinion though. France and Germany's governments have made no official statement's I have seen saying Ukraine should surrender territory. Lots of rumours though. The USA has its own surrender fans too. Trump for one.
We are enormously fortunate Biden is President. $40 billion is a good start. It's going to be a long war.

Some things cannot be justified and I don't know why you try to justify them.
Where has he tried to justify rape and murder of a child ? I must have missed it, could you quote it ?
