That particular tractor would be allowed on a motorway so long as the trailer is high-speed legal, the tractor was registered and taxed as an HGV, the driver held an HGV licence and it was running on white diesel

Not a minimum speed as such but isn't there something about a vehicle needs to be able to attain at least 30mph to be allowed on a motorway. It used to be something like that, a blue circle with a number written in white, designed to keep cyclists etc off the motorways.
