Too cold to sow legumes ?

Thinking of sowing my spring NUM3 this weekend. Vetch, Buckwheat Phacellia, linseed and clover. Is it still too cold ? I’m in Sussex, so pretty far south) Thinking if I leave it much later it will struggle to flower and meet the aims . Also, conditions look to be pretty good for drilling on this heavy land !

Last week in Kent. First bits coming through now. Want to give a chance to flower as per the aims of NUM3!
