Tractors in Ireland to be subject to MOT/VRT test from May 2018

Transport minister Shane Ross signed into law that from May 2018 all tractors capable of travelling at over 40km/h, & over 4 years old will need an MOT/VRT.
Details in the IFJ. Sneaked it in while no one was looking. No consultation. Details seem to be various shades of grey. Branded as unworkable and unenforceable.

Small or old /beaten up tractors, eg MF135 held together with string will be exempt, also those which "don't go on the public road" or do but can't go at/over 40kmh

Is it not for tractors travelling more than 25km from base farm though, rather than a flat statement of all tractors?
That aswell, but measured in a straight line, not around the bends and down the boreens.
There was some nonsense along the lines of: bringing silage bales home from the field immediately after making them counts as agricultural so is exempt, but taking later in the season count as commercial so is not exempt.
