This doesn’t quite answer your question but the RPA are still doing tag inspections, we had one recently. This involved the passports and the movement books as well as the cattle. The inspector took the precautions I would expect so all good.

We were booked in for an inspection for end of last march and they cancelled and haven't heard from them since. Apparently as it was routine they were knocking them on the head but still doing ones where a breach was suspected

I had a chat with my local Trading Standards chap while I was getting our details out of him for my RT inspection records. They don't really have much of an interest in farm animals where the farms are Red Tractor audited - he kew that the RPA and RT would keep us keen. He had more trouble with the smallholders & was glad not to feel the need to get involved in commercial farms unless something had gone really wrong.

Yes, they can enter your premises to check details like ear tags etc.
