Back in the day, there was plenty of fruit and veg work available within commutable distance. Now, thanks to consolidation of production onto fewer units, there's relatively few people living within easy access of the work, meaning you'd have to go live on site and have your accommodation taken out of your wages as well as ruling out any chance of doing this work around family commitments, kids etc. It's a problem of our own making. Market share is the root of all evil.
As I've said on here before, when I started in the mid 80's, there were 40 small scale organic veg growers in West Wales. Employing about half a dozen locals each, good wages, and a good living for the growers. Getting folks from Poland was unheard of. Now it's massive farming " Companies " employing loads of foreigners that have now " Gone home ".
Oh well, tough sh!t.

Been mulling a question: If I was one of the 9m living in London, and I wanted a job in agri/ hortic, that I could get to for £10/day travel expenses, what is out there ?
Just searched 'agriculture jobs London' and the below came top. I say top, it was the only one.
Two points then:
- That's 9 million we can't blame for not wanting to do the work. If I can't get to my workplace for less than 10% of my wage, i'm not doing it.
- That one business that is recruiting is either completely brilliant, or completely nuts, can't decide which.
