Get the tape measure out and measure the clearence of the mudguard. Thats only way ul know

Michelin 600/65r38 are 1768mm diameter and a rolling circumference of 5229mm

Michelin 480/80r42
Diameter 1858mm
Rolling circumference 5538mm

Would be an increase in speed of around 6%
You’d need fronts to match
