In radius yes, he's talking about width. Would obviously have to change fronts too...440 in my case..
Widest tyre option is what the question was. 520 70 38 is the widest tyre option for a 15x38 rim. 540 65 38 is equivalent to a 16.9x38 and ideally needs a 16x38 rim. So yes he is talking width, BUT with it being a 4wd, radius is more important

520/70R38 is OK on a 15"x38" rim

You don't need to change your fronts at the same time but 480/70R24 will need a 14" or 15" wide rim.
