The Government has confirmed that universal high speed broadband will be delivered by a regulatory Universal Service Obligation (USO), giving everyone in the UK access to speeds of at least 10 Mbps by 2020.

This is the speed that Ofcom, the independent regulator, says is needed to meet the requirements of an average family. After careful consideration the government has decided that regulation is the best way of making sure everyone in the UK can get a decent broadband connection of at least 10 Mbps as soon as possible.

Following the creation of new powers when the Government passed the Digital Economy Act 2017, we launched our consultation on the design of the regulatory USO in the summer. The Government will now set out the design for a legal right to high speed broadband in secondary legislation early next year, alongside our detailed response to the consultation.

Ofcom’s implementation is expected to take two years from when we lay secondary legislation, meeting the Government’s commitment of giving everyone access to high speed broadband by 2020.

In the summer, we received a proposal from BT to deliver universal broadband through a voluntary agreement. We welcomed BT’s proposal and have considered this in detail alongside a regulatory approach. We did not feel the proposal was strong enough for us to take the regulatory USO off the table, and have therefore decided not to pursue BT’s proposal in favour of providing a legal right to broadband.

The government believes that only a regulatory USO offers sufficient certainty and the legal enforceability that is required to ensure high speed broadband access for the whole of the UK by 2020. However, we welcome BT’s continued investment to deliver broadband to all parts of the UK.

Culture Secretary Karen Bradley said:

We know how important broadband is to homes and businesses and we want everyone to benefit from a fast and reliable connection. We are grateful to BT for their proposal but have decided that only a regulatory approach will make high speed broadband a reality for everyone in the UK, regardless of where they live or work.

This is all part of our work on ensuring that Britain’s telecoms infrastructure is fit for the future and will continue to deliver the connectivity that consumers need in the digital age.

This regulatory approach also brings a number of other advantages for the consumer:

  • the minimum speed of connection can be increased over time as consumers’ connectivity requirements evolve;
  • it provides for greater enforcement to help ensure households and businesses do get connected
  • the scheme will maximise the provision of fixed line connections in the hardest to reach areas.
  • places a legal requirement for high speed broadband to be provided to anyone requesting it, subject to a cost threshold (in the same way the universal service right to a landline telephone works)

Even tho i have decent BB here its not from a direct BT Line anymore as thats not an option.
Just about to have the line of sight 50mb link moved so we can then get a 80mb link much closer.
BDUK is funding this, as you can now put a claim in to help funds costs to get this service.
At-least UK Gov has finally realized there is quite a few of us still left that's getting next to nothing via there
telephone line. Data wise that is.

U must be in a remote area then thankfully we are near the A1 & East Coast Railway line so plenty of mobile signal
Weve had good mobile signal here for last 20years
Landline is a joke tho so quiet & on/off everytime it rained or had lots of wind
so we binned it 18months ago
Wales ,6 miles from severn bridge,3 miles from a 13000 strong town ,so no n ot in the sticks,we have miles and miles of road network with no signal

There are areas here where your broadband is less than 0.5 mbps,wiyh no phone signal

We’re still under 0.5mb here, sometimes can peak at about .45 if we’re lucky. We just download apps, updates or catchup TV overnight as it’s the only way! Mobile signal very patchy aswell but can get a glimpse of 4g from time to time now. Anything over 5mb on the 3g is a very good day!!

you wanna be getting a phone mast put up then more so if you own the land...
we have one here but its nowt to do with me as iam a tenant but it was only put up to help signal for the railway
which in any case was fine even years back, it finally went from 2G to 4G a few months ago

Your unique eligibility code is BDUK######## and has been issued by Northumberland County Council. You may use this code to gain access to a subsidised installation from any of the registered suppliers listed below.

You can select a service from any of these suppliers. You will have to pay the monthly charge for this service and any installation costs that are not covered by the subsidy.

Once you have selected the service and supplier that best meet your needs, you simply need to give them your unique eligibility code so that they can confirm your premises are eligible under the Scheme and to arrange an installation date. Registered suppliers are not able to offer a subsidised installation unless you provide them with your code.

You need to confirm an installation date with a supplier within 60 days of receipt of this email (the installation itself can be at a later date) or your code will become inactive.

Cant Rate Alncom highly enough. Peer to Peer Hi Speed Wireless Links, installed in no time at all

Dont forget the single best thing you can do with this is dump your useless BT line & use a VOIP Internet Telephone
service & even keep your same BT number!
BT dont like you leaving them & esp taking your number but they cant stop you.
no regrets BT free here since August 2016 & saved a fortune (No More Line Rental)
