Using Celest seed treatment

I wanted to use rédigo but my supplier could only supply Celest.
Reading the label, there doesn’t appear to be any scope for diluting with water (unlike redigo for eg). Application rate being just 2lt per tonne, I am going to be struggling with the “calibration”.
Has anyone experience of whether it’s ok to dilute or not?
If so, by how much?

Yes, I would be annoyed if I was sending away that dry. I mill most of it for feeding to our own bulls, so I have the benefit of it milling real easy. Plus, weevils are a real tricky problem here, so if it’s real dry it helps, it doesn’t help that it’s normally over 40 degrees.
As I am driving about during harvest - normally fetching parts for the combine - I have seen combines running at 8 am, I have always assumed they are trying to harvest a bit more moisture/weight.
