We are a farm and if I sell some soil from the farm to a local resident is it VAT exempt?

A very interesting one, who owns the top soil, you or your farming business? if you and you are not registered then no VAT , but if the business, then yes. also if the business is hauling it , then you should charge VAT on that part ( oh and probably use white diesel , but let us not go there)
to be safe unless it is a big amount I would charge.
