Victorian hand tool?

This photo was sent to me recently.The tool was used on Victorian farm and has been unused and on a garage wall for 90 years! Any ideas as to what it was used for?

Looks like it has been cobbled up to do a job and not built specifically for that job
I thought that as well...possibly walking behind a drill or even a plough / cultivator and using that to clear blockages?
I was hoping to report back to them that it was slightly more technical though!

Is it an axe for chipping off bits of something, maybe? Looks like a chisel bound to a shock absorbing rod with a handle that’s comfortable to hold and swing.
