Don't think the OP's use for it is legal full stop, 1000 litres a month, must be either running 2/3 courier vans or a small rigid truck on red to use that much, that's my only guess why he'd want to buy that much off the radar. My guess, and its only a guess is he or she is an owner driver / franchisee for a parcel firm.

What's the penalty for selling red without a license? Given its revenue and customs we're talking about, probably stiffer than second degree murder.

Doubt you'd get porridge, but they'd fine you to bits and come up with a horrendous figure for the financial gain you were supposed to have made whilst selling it, forcing you to go bust and sell your house.
